All 2 handed polearms are polearms, only 2 handed weapons are axes/maces/swords. Nothing beside the 3 I mentioned are counter as 2 handed. It improves based on weapon type and 1 handed spear is a polearm as polearm is 1 or 2 handed. It's same for thrown javelins in melee, they count as polearms too. Billhooks spawn in vlandian cities. They won't usually spawn until you are higher clan tier and level. Don't expect to find them early game. The Volge is even rarer and more expensive but it is worth the effort. Its one of the strongest cutting polearms in the game while the billhook is only mediocre.
