Because it’s annoying to some people. It's not always bad, but it's very common for toxic players and especially SWFs to use it. Something i see fairly often is a flip-flop boil over and petrified oak combo. Makes it nearly impossible to hook people, especially on indoor maps.

The fact that Boil Over had to be nerfed twice, was responsible in large part for a large variety of maps being reworked, and is still capable of putting games in unwinnable stalemates proves how badly designed reworked this perk was. Flip-Flop converts some of your recovery time into wiggle percentage. Tenacity allows you to crawl while recovering and you crawl 50% faster. You can probably see why this is so good. The issue with boil over currently is literally just map RNG. I'm not saying to add a hook every ten meters but if the devs just like, guaranteed hook spawns in problem areas like the library then the perk would be fine. Asking for boil over to be nerfed or for perks like iron grasp/agitation to buffed would just be a bandaid on the actual issue.

The Perk Boil over allows your struggle effects to be 100% stronger and it also now allows you to get an instant 25% struggle progression when a killer drops...Realistically though- no he won't be banned as its not against any TOS.
